Cadillac Repair: high idle and timing issues, fleetwood brougham, digital fuel injection

Question
OK, the codes often given to me, 23,24and sometimes 27. and always 52. but in between working on it and unpluging the battery numerous times all it gives me now is 13,and 52 and at the end of flashing those numbers two or three times, 70. The thing is the car was owned by a wealthy old guy who only seen that car to the golf course and a few other things. It had 64153 original miles on it and you can tell. the inside and out looks breath taking for it to be an 84. After he passed the grandson who co owned the business with his father had kept it in a garage for about 2 years only driving it occasionaly to keep it alive. That is why I couldnt see the lobes worn out this early but you never know. One thing I forgot to mention was that the DAMN distributor which sits in the back and almost impossible to reach without phisically climbing under the hood rotates freely. I could not see where to bolt the thing down where it would sit still. I hope this info will be enough. Again thank you for your pateince and your time.

-----Question-----
ive spent countless hours on this. i bought an 84' fleetwood brougham 4.1 digital fuel injection. the idle is insane. if left on a road without any stops, can get up to anywhere from 30 to 40 mph without any assistance from the gas pedal. the ECM trouble codes kept pointing to the TPS. my idle speed control i belive its called, kept popping in and out tapping the part where the throttle met. i could feel it in the gas pedal. as soon as i replaced the TPS it stopped. but i cant get the screw on the ISC from touching the throttle. what i understand is its not supposed to be. after hours of fighting with it i finally get to adjusting the timing. proper adjustments to the distributor i look at the timing strip and watch as the mark on wheel moves on its own sending countless hours of work down the drain. not only that but the engine lacks power also. thank you for your time.

These are big issues, you described them fairly well but its still vague for me to diagnose, try running ODB and see what codes come up. The timing issue may not be the distributor timing but the cam may have worn lobes which would lead to a timing issue and loss of power. The ISC screw is supposed to touch the throttle, if its sticky spray some silicone lubricant on its joint so it doesnt stick. But let me know what the codes are.

Answer
Well you cant fix something like an idle if the distributor is loose, the timing advance is getting thrown off big time. You need to tighten that ASAP or you will run into big problems that are irreversible. If you must take it to a shop then do it but this is basic, its a 350, theyre easy to work on but it seems anytime they are longitudal the distributor and oil pressure switch are a pain in the ass to get to, i would run some injector cleaner and REPLACE the distributor and rotor before you try to check the timing again.
