Cadillac Repair: 96 Cadillac Deville a/c blower cuts off., electrical schematics, side firewall

Question -
1996 Cadillac Sedan Deville w/4.6 L North Star engine.  The A/C Blower cuts off when it should not.  I question weather the trouble is with the blower motor or with the computer that controls it.  This malfunction occurs regardless of the position of the fan selector switch (High, Auto etc..) and while the temperature setting is well below the temp inside the car.  I can hear the A/C compressor continues to run while the blower is off.

Sometimes it will stop for three seconds and come right back on and other times it will stay off for 20 mins..  Sometimes it seems to help if I turn the main A/C switch off and let it rest for a moment and other times it does not seem to help.  

Prior repairs include replacing two vacume hoses under the hood near the passenger side firewall which corrected the problem of the air blowing out of the wrong duct.  And aluminum duct tape is being used to hold a makeshift cover inplace over a square hole in the top of the duct that runs along the firewall which prevents cold air from blowing into the engine compartment.  I have driven the car for three years and this problem has been going on for the last two months.  Thank you in advance.

You either have a blower motor intermittent fault or a programmer fault.
