Cadillac Repair: Air Conditioning Overcharge, electronic leak detector, cadillac seville

Question
Vehicle: 1996 Cadillac Seville 4.6 ltr
Freon has been leaking for two years or more. When the low pressure cut off and/or the computer system would shut the a/c system down. I would add 1 can of R-134 ( 12 oz.), the systen would cool well ( 50 degrees or less out of dash when 100 degrees or more outside)for perhaps two months and then shut down again.
I had the compressor, accumulator/dryer, and orfice replaced at a local repair shop. Now the out of dash temp will not go below 60 degrees (100+ degrees outside)@ 65 mph constant speed. I have checked the low pressure and found it to be 65 psi.
I believe the system is overcharged. The repair shop says the filled the system with the exact amount of freon called for by the manufacture and my problem is I refused to allow them to replace the condenser.

1) If the system is overcharged, Would the results be as they are now?
2) What damage could this cause?
3) What would be recommended to get my a/c cooling as it was befor the repairs?

Answer
I have a suspicion that they did not evacuate all the air from the system and only added freon.

what must be done:

1. drain out all the remaining freon.

2. Replace the orifice tube.

3. Evacuate all the air from the system via a vacuum pump.

4. Add one can of freon and using an electronic leak detector, Locate and fix the leak.

5. Refill the system with the recommended amount of freon via the manuafcturer.

An overcharged system will NOT cool.
