Chrysler Repair: 2000 Chrysler LHS, radiator fan, 2000 chrysler lhs

Hello. There is a light on in my 2000 Chrysler LHS...when I refer to the manual it says the light is the OBD...on board diagnostic light which indicates a problem with the engine, exhaust or transmission... I had the car hooked up to see what the light meant and it came back as a Code P1490 which translates to Low Speed Fan Control Relay Malfunction...The guy at AutoZone says that both my fans are running... I do notice that when I turn on the air or heat, I hear a 'rrrrr' noise and the car seems to be working very hard...Could this problem also be causing me to burn gas at an unusual rate because it also seems as though I am not getting the mileage I should be... What does this code mean, how can it be repaired and is it expensive?
