Chrysler Repair: 99 t&c wont start/many circuits out, powertrain control module, fuse box


Question
after a cold snowy day my van won't start, when i turn the key i get nothing, there is a click coming from the engine fuse box but not from the starter. Inside the only dash lights that come on are the gears and miles. the door locks work but the windows, radio, rear wiper do not. I replaced the battery and ends, had the starter checked, replaced the ignition switch and ignition cylinder. checked all fuses no luck! Had a friend run a scanner for codes but the engine computer would not communicate with the scanner, no other codes came up! He thinks it maybe a fusible link but we can't find them. I would appreciate any help you can provide.

Hi Matthew,
There are a couple of things to check more closely:
fuse 16 (20 amp) in the powerbox under the hood supplies power to the powertrain control module.
Then check that there are 3 ground wires on the - post battery clamp and then check to be sure that the thinest wire shows continuity between the clamp and pins 10 and 50 of the powertrain control module plugs. If that wire were poorly connected at either end it could cause an 'open' in the current return of many systems. That same wire should show continuity to pin 5 of the plug where the code reader is plugged, and that pin 4 is grounded as well.
There are no fusible links save for one to the alternator, but that would not be related to all these dead circuits. You might also want to check the far ends of the other two wires at the on the - post clamp which attach to the left frame rail and to the rear of the engine.
