can the driver side in the door seat belt be replaced?
i can not find one.

Hi Deb,
I am certain that it can be but unfortunately I am not expert in General Motors Corp. automobiles but rather those of the Chrysler Corporation. Have you looked up an expert in the Pontiac or Cadillac repair categories here at AllExperts? There are three such people you can choose from. (I see there is none for Buick or Oldsmobile).  One of those experts will certainly know the answer to your question, because those other brands share many parts including the seat belts. The Pontiac experts would be the most likely to know.  
You will probably do best to get a belt by finding a wrecked car of a year around 1991 at a 'pull it yourself'-type of wrecking yard and then you can 'practice' on removing it from the wreck before you tackle your own car! And it will be very inexpensive that way. I believe you will discover that it is a simple matter to unbolt the belt from the door, after having removed the inner panel of the door in order to extract the mechanism that is hidden inside.
