Chrysler Repair: No start after replacing starter: 00 minivan, 4 digit numbers, computer fault

I recently replaced the starter on a 2000 Town and Country,the starter was burned up, now it cranks but won't start. I can hear a relay clicking in the power distribution center when the key is on, I think it's the EATX.
The speedometer pegged to 120 when the key was turned on. I also can't hear the fuel pump running prior to cranking the engine. I swapped a couple of relays, but no help, the clicking is still there. All the fuses are good, under the hood and the dash. Any ideas?

Hi Bill,
It would be good to find out which relay is clicking and tell me does it do it when you just move the key to the 'run' position? Feel the surface of the relays while the clicking is occuring then once you ID the location describe it to me. The fuel pump only hums for about a second when you turn the key to run, so check again to see if you hear that. If you hear clicking when you try the starter then that probably means the battery needs to be charged because the voltage drop is too great to keep the relays closed.
You could try getting engine computer fault codes: turn the key:"on-off-on-off-on and leave on: doing that in 5 seconds or less elapsed time. Then watch the odometer window to see if it changes from milage to show 4-digit numbers prefixed by a P. Let me know those too.
On the speedo, do a calibration as follows:
with the key off press and hold the trip and reset buttons, then while still holding turn the key to the 'run' position. When the word 'code' appears in the odometer window release the two buttons. The cluster will go thru some calibrations and tests. At the end if any 3-digit codes appear in the odometer window let me know what they are.
