Chrysler Repair: 2003 2.4L DOHC:timing belt install, chrysler service, postal mail

My fiancee, for the fourth time is taking apart our Stratus & retiming it. He has replaced the water pump, the IAC, & the belt tensioner. For some reason tho he has put it back into time the way the book calls for, but it keeps jumping time or something b/c like I said for the fourth time today he's tearing it all back apart & putting it back in time the way it calls for. Can you please help? He's a certified mechanic & this car is giving him fits! I just hate to see him so aggravared! Thanks-any suggestions would be greatly appreciated!!! Angie =)

What manual it he working with? I have the '03 Chrysler service manual and there are a couple of details that involve the adjusting of the belt tensioner (observing finally the position of the spring tensioner tang to be correct) that he may not have the detail for. I can xerox copy and postal mail you the pages if he doesn't have that information. Let me know a postal mailing address.
