Chrysler Repair: water pump bolt removal, bolt removal, j b weld

Question
I broke the head off one of the bolts that hold my water pump on my 1995 Intrepid. I can't seem to remove it with vise grips and I'm a little afraid to heat the block with a torch to remove it. If I placed the new pump with those threads in place, is there a way to seal that area that is minus a bolt? Maybe J-B Weld or something?

Answer
Hi Jerry,
In my experience I would recommend that you do everything you can to remove the old bolt shank. Have you tried penetrating oil/rust penetrant/remover overnight? Then using the vice grip try alternately twisting in the clockwise/counter-clockwise direction, not so much as to risk breaking it off further or stripping away more metal from the shank, but rather to 'rock the shank' and its bound-up threads enough so as to begin to release. I believe it will come out if you have enough left to grip and rock bacl and forth, provided that you use the penetrant and wait long enough for it to work its way in. Anything short of getting the hole open again for a new bolt is not going to be satisfactory.
