Chrysler Repair: 98 Chrysler T&C will not start, fuel pump relay, horizontal row

QUESTION: I tried sifting through previous questions, but was unable to locate the same problem I am having. Our 98 T&C LX, 3.8L does not start. When I turn the key it will turn but does not crank. She drove it this morning and said she didn't have a problem. Then I had to go to the park she was at when it wouldn't start. The battery seems fine (less than 6 months old), another gentlemen was passing by and tried to help and said it sounds like the starter is good, and the guy that towed it for me said he thinks it may be the fuel pump. The one thing I did find in searching other answers is that I no longer hear the "hum" that I normally would when I initially turn the key to the "on" position. Would that indicate the fuel pump? And is the fuel pump something I can repair or does it require me taking it in? (I have some experience in minor auto repairs) Thanks and have a good day.

ANSWER: Hi Mike,
Start by checking fuses 16 and 17 (fuel pump and autoshutdown relay, respectively, 20 amp) in the power distribution box under the hood. Either test them with an ohmmeter or examine then visually in case there is a subtle crack in the central wire. Those are key fuses that we need to be certain are patent.
Let me know if that doesn't prove fruitful, and listen again for the fuel pump to run as you expected.

QUESTION: Hi Roland,
I checked the fuses, they seem ok to me. I replaced the relays too, just in case. I still do not here the normal hum when I turn to the key to "on", just before turning to ignition. I did notice a "click" sound though, very faint. I don't know if I noticed it because the hood was up or not. Thanks again for taking the time to help.

Hi Mike,
Have a helper turn the key to run while you touch the fuel pump relay to see if it clicks and then releases after 1 second. If it doesn't, check the fuse-like positive temp coefficient in position 1 of the horizontal row just below all the plugs in the under-dash fuse box (try switching it with a similar ptc in the row). If it does click and the fuse 16 in the PDC is good, but the pump doesn't hum for a second (listen by the fuel tank) then I would believe the pump has gone bad. But you might want to verify that 12V is appearing on the dark green/white wire at the pump for a seoond when the switch is turned to run. If it is, then the pump is bad. If not, then there is an issue with the wire from the relay to the pump. Let me know, and also tell me if you have a volt-ohmmeter to check thing out.
