Chrysler Repair: 96 Intrepid with opaque headlights and useless air/heating panel (dials), headlight assemblies, instrument panel

Question
How do I go about fixing the opaque headlight lenses? Do I have to replace
them? Can I use a cleaner with abrasives that'll remove it?

Also, all the dials on the air/heater panel are busted, cracked just plain
broke. The fan is stuck on and you can only select two settings - slow or fast,
so it's always on. How do I fix that?

u will need to replace the headlight assemblies  
CONTROL HEAD
The control head is located below the radio Control Head The control head replacement procedures are the same regardless of the type of system.

REMOVAL
Place the ignition key in the OFF position before removing control head.
Remove trim bezel.
Remove control head retaining screws.
Pull control head out of instrument panel. Then disconnect the two connectors on the rear of control head and remove control head.
INSTALLATION
To install, reverse removal procedure.
