Chrysler Repair: Turn on ignition and the engine revs to red line, air intake hose, neon 2002

vehicle is a dodge neon 2002 2.0L LE when i turn over the engion the engion goes form o rpms to red lining the rpms, and does not stop until i trun the key to the off possition.. OR when i put it in gear and it will run real awful to barley running and sputtering to almost bak firring the engins is what it sounds like to me... i would like to know if it is the idle air control motor or is it some thing else
... PLEASE I NEED YOUR HELP ON THIS.. IT IS DRIVING ME NUTS CAUSE ALL I GET FORM SERVICES AND PARTS IS WE'LL CALL U BAK AND THEY NEVER DO....

I don't believe that an idle air control motor can allow so much air in the intake as to red-line the rpm's. I would suspect that the throat or butterfly valve of the throttle body is stuck open or something like that. The idle is just that small port to the side of the main throat. So take a look at your throttle body by removing the big air intake hose.
The rough running may resolve itself after you figure out the first problem.
