Chrysler Repair: 2000 Chrysler Voyager no responce from the PCM, chrysler voyager, head gasket

Yes, first i would like to thank you for your time.I have a 200 Chrysler Voyager with a DOHC 2.4ltr. Ok here is my problem my wife drove the car with out water due to a worn out water pump thus blowing the head gasket. before making this conclusion i diagnosed the van by checking to see if it had water in the oil or visa versa (but having no water to mix with each other this was not the case). I also checked for spark, and if it was getting fuel, these checked out fine. After doing a compression check i determined that the head gasket was shot. I removed the head and had it reworked, and reassembled with a new gasket set. Then i went to start it... At this point it turned over fine but i had no spark, the fuel pump doesn't come on, the injectors won't pulsate nothing . Its like the PCM is not even coming on. Also after cranking it then letting of the key a relay starts to make a clicking sound i removed the relay cover and the one making the noise was labeled "automatic shutdown relay" i replaced the relay with the same result. I have also replaced the cam positioning sensor, and knock sensor . I have checked and rechecked all plugs and harnesses with still no new results. I am just wondering if there is any thing that would cause the PCM to just not power up. I have had a friend bring his scan to over and hook it up but he said it was not recognizing that it was even hooked up. I installed the cams with the arrows pointing up and the four notches in the gears lined up with a straight edge and the  the triangle mark on the crankshaft with the triangle mark on the engine block. Any help would be much appreciated.

even though u rechecked the harness  I would say u pinched a wire or shorted out the PCM when u were taking things off for the head. A pcm will not just die for no reasion and especially if u just worked on it and it had spark. Get another set of eyes and look to see if u have something routed wrong or u shorted out the PCM when u plugged back the batt.
