Chrysler Repair: 95 Neon key lock wont rotate, teflon spray, wheel positions

Question
I have a 95 Neon, and the key won't turn the whole way.  It will go to the first position, then stop.  It also will not go into the accessory position.  I've tried it with the spare key also, so it's not the key.  I tried all kinds of steering wheel positions, I tried it in neutral, so I'm convinced that it's a problem with the tumbler.  Basically I'm wondering if that's something I can do myself with basic tools, and if so, how?
Thanks in advance for your help on this.

Answer
Hi Tim,
If the key will move from off to unlock, then I would believe the tuublers are OK and that the lock cylinder is binding up in the housing. But to remove it from the housing you have to get the lock cylinder to the run position. So try squirting to teflon spray or WD-40 from a spray can around the circumference of the cylinder using a straw and spray can.
Begin by disconnecting the - post wire of the battery. If you can get it to the run position then note the hole in the undershroud just below the lock cylinder. Insert a rod in the hole which will then push on the locking tab and release the lock cylinder from the housing. You can then study the problem with the cylinder removed.
Reassembly is the reverse:
Install key in cylinder
Turn key to run position (retaining tab can then be depressed)
Make sure the socket of the ignition switch is still in the run position. Then insert the lock cylinder making sure the grooves of the cylinder are aligned with those of the housing. Slide the cylinder in until the tab sticks through the opening (locks the cylinder in). Turn the key to off. Remove the key. Reattach the battery.
I hope this is helpful to you.
