i have a 97 concorde and the heater fan run on med all the time and its digital can you give me a solution   thanks jeff

Hi Jeff,
The 23 code refers to the control of the blend air door, and has nothing to do with the fan motor. My belief is that the power module is blown and just putting out one voltage regardless of the setting of the fan switch. So I would find it and exchange it with a new or used one from a wreck. The module gets a full 12v on the dark green wire, has a ground wire (black) and then gets a speed control signal on red/light green wire via the body computer. You could try removing that 3-wire plug and with jumpers re-connect the 12v and ground wires and see if the blower still runs like it is, which would suggest that the control signal is not affecting any change in the voltage that is sent to the fan motor, thus corroborating that the power module is bad.

It is probably the solid state Blower Power Module that normally would give you 14 different speeds. It is located in the air duct near the blower motor itself, under the dash. It has a harness that connects to the blower motor. If you unplug it you will see that it is held in the duct by a couple of screws. You will probably want to remove the lower edge panel of the dash on the right side to get to the duct and the module. I am not certain if the parts are labelled well enough to try and get replacements at an electronic supply store, but you can probably get a replacement at a wrecking yard from an LH car with the digital temp control.
The other thing to do is to ask the control panel memory if it has seen any faults. A test should be done to see if the computer has recognized any problems and described them in the form of two digit fault codes stored in its memory.  You can do the readout yourself:
The unit does have a self-diagnostic capability. The engine has to be running and the car not in motion to do the test. Simultaneously press the floor, mix, and defrost buttons, (the 1st,2nd and 4th on the top row) and see if the display unit begins to blink. Release the buttons when it has started to do that and then after it blinks for a while longer watch for two digit numbers to appear on the readout. Those are the fault codes. If the first number appears and stays in place, push on the first button in the bottom row (panel) to continue the readout. At the end of the readout the unit will return to normal settings.
Then write back with the number(s) and also tell me more about exactly what is wrong with the function of the unit.
