where can i find the cut-0ff switch on a chrysler concord 98? I had an accident in my car and the fan belt is broken but i would like to know if the car is turing over ( still making an attempt to crank) but it's cranking what could be the problem?

The 1391 code says that there is an intermittant loss of the signal from the camshaft or crankshaft sensor. That would prevent the engine from starting. So I would suggest that you check out the 8V supply voltage that operates those sensors, and the signal wiring. Finally if you have a voltmeter and socket and ratchet you can turn the ignition to "run" and crank the engine by hand and watch for the signals from the two sensors to oscillate between 5.0 and 0.3. If not, then that sensor is bad. The orange wire should have 8v on it. Then measure the signal between the other two wires at the sensor. Use fine straight pins to probe thru the insulation to reach the inner conductors.
The 1490 and 1498 are saying there is something wrong with the fan circuits as seen by the two relays that operate the fans. Are the connectors together, have you tested the fans by jumping 12V directly to their plugs? Maybe some damage during the accident has affected the motors or wirings.
The 1684 comes up regularly and says the battery supply to the engine controller was lost sometime in the past 50-100 key cycles. It could be that the battery was disconnected or that a battery clamp or a ground is loose.
That is where you might want to devote your efforts to getting the car to run again. If you write back, tell me more about the functioning and also which engine you have.

Your question leaves me confused. Other than the ignition switch the only other "cut-off" switch is the autoshutdown relay which is really a safety device that stops fuel pump and spark coil voltage to prevent a fire if the engine is NOT turning over. If the engine is being cranked that relay will close, all other requirements being met. That relay is in the power distribtion center under the hood but it is not the cause of a "no start" in all likelihood.
I am also confused about the "fan belt is broken" because there is no fan belt; the two fans are electrically driven. The other drive belts operate the generator, power steering, and a/c compressor which would not cause the engine not to start if broken. The other belt is the timing belt which is inside the front of the engine, hidden from view and if it were broken you would not get any signals to time the spark, and a fault code would be recorded in the engine controller if that were the case.
So please tell me again, more completely what is not happening?
If it is cranking (which you of course would hear) but not starting, then try turning the ignition key: "on-off-on-off-on and leave on" doing that in 5 seconds or less. Then watch the check engine light to start flashing, pause, flashing, pause, etc. Count the number of flashes before each pause. Then do it again to verify you have the count numbers correct. Then write back and tell me the numbers in the order that they occurred.
If the check engine light doesn't flash, then do the key routine again, only this time watch the odometer window to see if any two-digit  numbers appear instead of the mileage reading. Any such number are fault codes. Those numbers will help solve whatever the problem is with the engine.
