And then go to the panel itself to make sure that the brown/pink wire has 12V with the ignition in the run position. Also check the black/light green wire to be sure that it is grounded nearby to the unit.

I did all that you said...as it turns out, the pink and brown wire is recieving power.  Its the middle section of the AC Heat unit that is not working at all.  I Both fan controls work, but the Heat, ac, rear wiper section is completly dead.  My fear is that i go and buy a new ac panel and it still doesn't work.  Any more suggestions?

Hi Glen,
The blowers are powered from a different fuse than the brown/pink wire so that is not surprising. I don't see any other voltage supply for the part of the panel that is not working, so it has to be something internal to that panel. You could open it up and see if there is a leaky capacitor, etc, and if so replace it. Otherwise, that is my best bet: a faulty panel.
