Chrysler Repair: 93 Eagle Talon idles gone crazy, mass air flow sensor, mass air flow

Question
 9317.1

My 93 Talon, when cold, Idles btwn 200 & 1800 RPMs. I took it to get repaired, and they replaced the Coolant Temp Sensor, Mass Air Flow Sensor, TPS sensor, EGR sensor, as well as doing service on the fuel injector. When I got it home, the next AM, it wouldnt start. We replaced the battery, still has same trouble. Another shop changed the spark plugs & wires and said I need to replace the relay under the dash.(I think someone adjusted my idle up too) Now the idle jumps btwn 1400 & 1800 RPMs. When the car is moving, it runs fine, but whenever I stop, the idle starts dancing again about every 3 seconds, up & down. (whether its cold or has been running for 1/2 hour)(except this morning, after shutting it off at the store, when I started it back up, it stayed around 1500)
It also takes several tries before it keeps running when starting it.

The original shop said my engine is reading the temp at about -50degrees Celcius(which is what they said before anything was done on it). Any suggestions as to what is causing this or how to fix it? The shop doesnt seem to have any idea.
