Classic/Antique Car Repair: 1968 88 Olds electrical problem, cigarette lighters, heater blower

Wiper, heater blower, radio fail to work except when you jump the fuse. Then the heater blower can be shut off manually but the wipers won't stop until you remove the jumper. Already changed starter relay.  Heat and air conditioner switching relay has been changed also. Also have taken fuse block a loose from firewall no indication of and burn or damage. Top fuse on left hand side has no power when engine off. And when engine is running two fuses on right are the only ones with power.

Also, is the electric window supposed work when key off?

No, the power windows should not work with the key off.

I suspect someone has gotten creative with the wiring in this car, since what you report doesn't seem possible with the correct wiring.   I think you will have to get yourself a factory shop manual from one of the literature dealers and trace out what wires and/or connections have been changed, and put them back right.

On the fuse that has to be jumpered, are you saying that the fuse is good but does not seem to be making contact?  If so, this is a common problem with older cars, especially if you live east of the rockies (where there are damp conditions part of the year).  If this is the case, take all the fuses out of the holders and clean up the spring contacts that the fuses snap into with fine sandpaper - that should cure that problem, at least.

The fuses that supply power to the accessories that are supposed to go on and off with the key (which is everything but the headlight switch, the hazard warning flasher, the interior lights including the glove box and trunk light, the cigarette lighters, and the clock, and possibly the power seat if so equipped) are not supposed to have power unless the key is on or in the accessory position.
