Dodge Repair: 96 Dakota, dexron ii, clutch fan


Question
I have 2 cooling problems that I can't seem to figure out.

on my 1996 Dakota 3.9L V6 with 140k miles manual tranny.

#1.  The clutch fan won't come on when the engine temp gets hot.  It comes on every time from a cold start but never while driving.

#2 The transfer case feels extra hot when I do any sort of hill climbing.  It doesn't matter if I'm in 4 wheel or 2 wheel drive.  I checked the oil levels and have even put fresh oil in there.  I can't remember what type the manual said to put in there but it's full just seem to not be getting lubricated.

RECOMMENDED LUBRICANT AND FILL LEVEL
Recommended lubricant for the NV 231 transfer case is Mopar Dexron II, or ATF Plus. Approximate lubricant fill capacity is 1.18 liters (2.2 pints)

Does the truck over heat ??  IS this electric  or mechanical?
