Dodge Repair: 00 Caravan Inop Flasher/turn signals, daytime running lights, dodge caravan

2000 Dodge caravan purchased last week. The day I test drove it I had turn signals, 4 ways, and daytime running lights. Day I brought it home I had none. We have tested all fuses under hood and under dash. I put in a brand new turn signal/hazard combo flasher in. My combination switch is good because I tested it out on my brother in laws dodge van and it worked. I have all other external lighting. One mechanic I took it too said something about when the turn signal is turned on either way that it's not canceling out something (light) on the other side. Am I looking at something wrong with the wiring? And could it end up being extremely expensive?

There's  a "Combination flasher/DRL module" that is supposed to be on the junction block (fuse panel inside the car).  I'm wondering if someone "borrowed that" before it left their ownership.  There should be a row of fuses on the, then a row of mini-relays followed by a row of larger relays.  The next row in has an odd-ball looking L shaped component.  That's the combination flasher/DRL module.  See if it's even still there.  Swap it with the brother-in-laws if need be.
