Ford Repair: EATC 2000 Crown Victoria, carpet matting, water leaks

My 2000 Crown Vic has EATC and the blower motor only works intermittently.  Some days the cars starts ups and the A/C blows cool and strong, the next time I start up the car no air moving at all.  None of the controls do anything to make the blower come on.  I can hear the a/c compressor click on and when I drive at speed some cold air makes its way out of the vents but not under force.  The heat does the same when the blower wont come on.  Sometimes restarting the car will get it working again, sometimes not.

Remove the front interior kick panels and see if the carpet matting is wet under the front carpet areas. A water leak intrusion in the 'A' post or roof panel areas can cause a condition such as this by entering into an electronic module. Let me know if you find the floor matting wet.
