RV Repair: Electric/Propane Water Heater, propane water heater, warranty work

Question
I have a 2007 Fleetwood Providence. While in for warranty work it was winterized. After the repairs I flushed the lines and filled the tanks. I can only get luke warm water regardless of wether I'm using electric or propane. When I touch the drain plug at the water heater, it is hot to the touch...hotter than the water. We live in our rig and if the fix is simple would like to do it myself.

I'm sorry it took me so long to respond.
Sounds like someone left the by-pass valve(s) open and that is allowing cold  water to mix with your hot making neither.
On the back/inside of your water heater is either one or two valves that are in the wrong order. reverse them and you should be fixed.
