Ford Repair: Water not cooling, vent system, heat problem

QUESTION: Hi Chris, hope you are well. I am here in Florida. I have a 95 Mustang 3.8 V6   When I drive in city traffic the water coming from the radiator to the water pump and viceversa overheats causing temp to go up.
A month ago the water pumpo had a leak and that was succesfully replaced, then the fan was lose and got a new one and that went well...but still overheats and I am out of options. Radiator has no leak and it is a year old.
What can be causing the water not to cool enough ?

QUESTION: Thank you Chris. I thought about it but an amateur mechanic told me before it couldnt be that. I cant think of anything else. Will try that even is the labor will be more expensive than the piece.

ANSWER: If the thermostat is stuck open then you are going to have a low heat problem, What is the concern with the AC?

QUESTION: Hi again. I understand the term being "stuck open"...What do you mean by "low heat problem" ? Is it the one I already have of the water getting hot and not cooling ? Just making sure.... Thanks.
The a/c blows fine but it only blows through the vent at the bottom of the inside windshield and the tiny ones on each side. It doesnt blow through the center of the main console.
Also when it blows it only works on high (max, min, vent, mix, floor).
The a/c works but is there a vent system not opening and closing properly ? Is it the small button that controls the level of air coming in?

if the thermostat is stuck open, then the engine will be running to cold, that is a low heat problem. and with the a/c it sounds like it is stuck in default mode, when there is a fault with the blower operation all vents go to the window so you still have defrost, does this have climate control or manual heater nad a/c controls?
