Ford Repair: 03 ford winstar skip, rev limiter, honest guy

Looking at buying an 03 Winstar w/ 44k on odo. Local trade in, well maintained by orig. owner. (sales man Honest guy - really) says it has a skip. I test drive it- no skip.  He parks van and revs engine up about 3400 rpm when it starts to skip- like a rev limiter or ignition cut out. I don't think rev limiter would occur at such low engine speed. I test drive van on road and hold it in 2nd gear till 5500 rpm- no skip. full thottle to redline-no skip. what gives?

Well, is the check engine light not on. Usually a skip involves a lack of fuel, caused by the fuel filter. That is low miles though. You will want to test drive the vehicle extensively. Skips w/o a trouble code can be problematic at best. I can only recommend having the fuel pressure tested. That is what I would do.
