"I have 2000 ford crown victoria it is misfiring and burning gas bad and it is sluggish  and between 30 and 40 mph it hesitates I had it put on a machine to check it no codes came up could the coils be bad with no check engine light on"

If the car has no stored codes,it is probably not technically misfiring.That should answer the question about the coils.Try replacing the fuel filter and air filter.A clogged fuel filter will deliver both of you're symptoms believe it or not.If the fuel filter does not help,have the fuel pressure tested.The only other thing that comes to mind to make a misfire sound and bad gas mileage would either be in the catalytic converter,without tripping a code.To ease you're mind,you can have the coils tested at most auto parts stores.You just have to find a parts guy with some patience because it can be time consuming sometimes.
