how do i get the front passenger shoulder belt to move forward when the door is opened.It is stuck in the driving position

I assume you have an older Escort.  I don't have service manuals for Escorts past 1996. I believe the Passive Restraint Switch is in the door jam. You can remove the switch and test it, but it was a common repair to replace the Track and/or Motor on these vehicles.  I don't think the seat belt can be manually moved unless the track is coming apart.
