Sorry Jim, I have never been able to isolate any item to a symptom on the Jag AC system. The only method I found effective is to run down the 7 pages of test sequence. However if you have some reason to suspect the control pot, why don't you just check the ohm value of the pot? Track resistance value is 15K ohms, however, rotation limited to 180 degrees or 10K ohms on the white wire (wiper).

The only symptom is "no response" which is the same symptom as a hundred other items in the system.
If you plan to keep the car, it would pay you to check with Jaguar to see if the AC manual is still in print and get one. It is called "Series III Climate control" and is 70 pages with diagnosis and test procedures and diagrams.
