Jeep Repair: Fuel filling issues, kj liberty, pressure decay

2002 Jeep Liberty Limited, 115,000 miles.  When I go to fill my wife's Liberty with gas the gas pump keeps cutting off.  This is clearly do to the fact that the fill pipe on the Jeep is full.  I have to wait a while for it to go down then fill again until the fill pipe is full, and so on and so on.  I figure the fuel tank vent must be blocked but I don't know where it is located or if it has anything in it's system (check valve, filter, pressure relief) that would cause this problem and need replacing.  Any advice would be appreciated.  John

Difficulty Refueling Vehicle Shortly After A Cold Engine Start
OVERVIEW:
This bulletin involves the replacement of the fuel tank flow management valve.
MODELS:
2002 (KJ) Liberty
NOTE: THIS BULLETIN APPLIES TO VEHICLES BUILT PRIOR TO
SEPTEMBER 17, 2001 (MDH 0917XX).
SYMPTOM/CONDITION:
The customer may experience difficulty when initially attempting to refuel the vehicle
fuel tank. The refueling condition will only be present during the first three (3) minutes
following engine start-up, and only if the vehicle engine was started after it had
previously cooled to ambient temperatures (a cold engine start).
If the engine is stopped any time during the first 3 minutes following a cold engine
start, difficulty may be experienced trying to introduce fuel into the fuel tank for
approximately the first 20 seconds after the fuel cap has been removed. If the
customer fails to stop the engine during the refueling process, then the refueling
difficulty may last longer than 20 seconds after fuel cap removal.
The refueling difficulty is caused by the residual evaporative system pressure created
during an OBD2 evaporative system leak test. A revised flow management valve, in the
On-Board Refueling Vapor Recovery System (ORVR), reduces the evaporative system
pressure decay time from 20 seconds to approximately 10 seconds after fuel cap removal.
DIAGNOSIS:
Inspect the fuel and evaporative systems for restrictions and for correct
component orientation. If the fuel and evaporative systems are operating
correctly, then perform the Repair Procedure.

Refer to the 2002 Liberty Service Manual (p/n 81-370-02060), Flow Management
Valve on page 14-6, for complete removal and installation instructions. The 2002
Liberty Service Manual may be found on the MDS 2.
NOTE: TAKE CARE NOT TO BEND THE METAL FUEL MODULE ACCESS
PLATE. WHILE APPLYING HEAT FROM A HEAT GUN, CAREFULLY PRY UP
ON THE FUEL PUMP MODULE ACCESS PLATE.
NOTE: VERIFY THAT THE FUEL PUMP MODULE ACCESS PLATE IS SEALED
PROPERLY AND COMPLETELY DURING THE REASSEMBLY PROCESS.
NOTE: USE SPECIFIED STEEL RIVETS WHEN SECURING THE CARGO
HOLD-DOWNS TO THE VEHICLE FLOOR.
