Land Rover Repair: clicking behind dashboard/glove box, land rover specialist, blower fan

I have a 2003 Discovery. At times when I stop (0 MPH) or turn the AC/heat
off, a clicking sound comes from behind the passenger side dash board/glove
box. I have removed the blower fan and the noise continues even with it
disconnected.  I think it may be related to the two panels that swing open
allowing air into the blower, but that does not explain why it makes a sound
when I stop (it also sounds kinda like a relay).  What else can I do?

My guess is that you have some ind of noise from the servos but I'd suggest you show the vehicle to a real Land Rover specialist and get his opinion, based on actually listening, as opposed to just reading about it online.  Servo noises are pretty rare, and it could just as well be totally unrelated.
