Land Rover Repair: 1991 disco brakes, caliper pistons, master cylinder

I have had bindings brakes but have found all caliper pistons free, flexy pipes in good order and replaced the master cylinder seals. The problem still happens from time to time and seems to be caused by the brake pedal not fully returning. Also a slow depression of the pedal and it goes almost to the floor but the brakes do hold at that position. Any help would be gratefully received

You should look for corrosion in the pedal linkage.  Also look to make sure it's not adjusted or set up wrong.

It's possible the spring is damaged but the problem is usually caused by corrosion or setup, not a weak spring.

The pedal has to return far enough to allow the master cylinder to release.  Otherwise it just keeps ratcheting up pressure.
