Lexus Repair: 95 SC400 heater, heater control valve, toyota service

Question
A/C works fine, fan speeds up and slows down to control temperature but fan will not run when it is cold outside and need heat. In defrost mode fan will run with A/C light on but only blows cold air. I did have the timing belt replaced last summer; could they have unplugged something? Checked fuses they look OK.

Inspect your heater control valve. Located by the firewall. The heater control tend to stuck sometimes. Thank you.
