Mercedes Benz repair: Wiper stuck in out position, mercedes e430, wiper blade

Question
The single wiper on my 2001 mercedes E430 is stuck in the out position.  How do I get the wiper blade to lay back flat on the windshield?

Answer
Stuck in the up position in what way? the arm pointing away from the glass or did the mechanism stop 1/2 way up and will not move again? The last part would put the arm in the center of the roof area. Which of the 2?
