Mercedes Benz repair: 87 190E 2.3 16 cold start/run, air control valve, fuel pump relay

Hello-

I have a cold start issue with my 190E 2.3 16
The cold idle regulation is not happening, and unless I allow the car to warm up, I have to nurse the accelerator to keep it running. After 5 minutes all is well. Is that likely to be the idle air control valve? The temp displays correctly on the guage so I didn't think there was a temperature sensor problem. What do you think?

Answer
There are two water temp sensors, one for gauge, and one for the computer.
This needs hard hands on diagnosis.
If you do not know a good local shop, give me a general location, and I may be able to find one.
