Mercedes Benz repair: brake pads and rotors, 2000 mercedes s500, pagid pads

Question
My 2000 Mercedes S500 needs new brakes. I was told that front and rear rotors have to be replaced EVERY other time you replace the pads. How acurate is this rule of thumb? Another mechanic told me that the rotors have to be replaced EACH time the pads are replaced. How can I be sure that the auto store or dealer isn't trying to make extra money off me? The dealer actually tried to get us to replace all the pads AND rotors on the car 2.5 yrs ago (at almost 50,000 miles), but we knew the brakes still had 30% life on it, which has lasted us 2.5 yrs!  The car has about 60,000 miles now, and one mechanic thinks the front pads must have been replaced before.

I saw the "Pagid brake pad sets" on expressautoparts.com for $81.72 (front) and $64.89 (rear). But I couldn't find the rotors and price. I would need 1 pad set and 2 rotors for the fronts, and the same for the rears? Are Pagid pads and Balo rotors the original manufacturers for OEM Mercedes parts, or at least good enough for the S500?

Thanks in advance for answering my questions.

Answer
For my personal cars, I replace the rotors with every set of pads.
Customer cars I suggest replace the rotors with every other set of pads.
