Military Vehicle Repair: m1009 starting problem, j b weld, glow plugs

I have a 1986 m1009 with the 6.2. It has been converted from 24v to 12v. It sat for a number of months without being driven prior to me purchasing it. Recently when I try to start it I have a a 50/50 chance of it starting. There is no noticeable pattern other than it seems worse when it is hot or when the front end is parked up hill. The glow plugs appear to be heating up just fine but the relay and plugs were replaced just to be safe. The vehicle runs like a champ once it is started.I have read elsewhere that these might be symptoms of a failing or leaking o-ring/sensor in the filter assmby. Any help would be appreciated.

The filter mount on the passengers side of the firewall.
I have had the bleed screw on top of that housing have a crack, and allow the fuel to drain back to the tank.

I have also had the sensor you mention leak.
Remove the filter, then remove that filter base from the firewall.
About in the center of the base, from the back side, there is a sensor, held in place by a large star washer looking clip.\
Remove that star washer, and pull out the sensor.
Around the edge of the sensor is a skinny, red, "O"ring, about an inch and a half in diameter.
I'll bet that "O"ring is cracked, and allows air to leak into the filter.

I have had great luck throwing that sensor in the trash, cleaning the filter base with alcohol or brake cleaner, and filling that complete hole with a good layer of J.B.Weld.

I run 1008's 1009's, and 1010's, and they all do it.
