Question
I have a 50 cc psd chineese scooter got gas coming out the over flow on carb causing it to flood itself out could u please help me out

Answer
Ray, these are not high quality machines, but you can usually nurse them around for awhile before bad things happen.

The carburetor floods due to a stuck float valve or dirt that got into the needle/seat interface.
If you have old gas in there and/or some corrosion/rust or debris has gotten into the fuel tank it must be drained and filled with fresh fuel.

Removing the carburetor float bowl may or may not be easy, depending on the location of components.

Once the float bowl is removed, you will see the float hanging down with a small needle attached to the base, which is forced into the float valve seat. Kind of a  >>>>}}}}} arrangement. Remove the float pivot pin carefully, pushing it sideways, the drop the float down and catch the needle as it is withdrawn from the assembly. Inspect the float valve seat and the tip of the needle. It may be possible that a rubber tipped needle is decomposing due to the qualities of today's fuel mixtures, which include alcohol. Try to verify that the float valve needle is closing off the fuel flow into the float bowl, when the float is lifted upwards. Some floats are non-adjustable and some are, but I have no idea of what yours looks like.  http://www.dansmc.com/float_types1.jpg

Before you go to all the trouble with the above procedures, turn on the fuel until it starts to flood out, then shut the petcock/fuel valve OFF and let the engine run. Vigorously shake the bike side to side for about 10 seconds and then turn the fuel valve back ON again. SOMETIMES the float valve needle just gets crooked in the float valve and jams it open until some shaking moves it back into place again. If the cause is old gas deposits or a damaged needle, then a good cleaning of the whole carburetor assembly and the air/gas metering passages is needed.
