Motorcycle Repair: Timing a 1974 FLH that will not start, timeing, flh

QUESTION: How can I time my 1974 FLH when it will not start?  It sat for 19 years but was turned over often. The bike was started about two days ago but coughed and sputtered. I have new points, plugs, condenser, and Bendix carb. It seems like it wants to start but when you touch the throttle it just continues to crank over with no hint of starting. I have followed the book as much as possible but it really does not tell you how to time it unless it is running.  I appreciate any help you can offer. Thank you.

ANSWER: Did you move the timing plate?

QUESTION: Mike:  I did move the timing plate but marked it before I tool it out to check the weights and springs.  It should be very close to where it was prior to removal.  I have also installed new plugs.

Since you put the timing back where it was, your timeing is probably not off. It sounds more like the carb is plugged with dirt or the coil is bad. I would do a OHMs test on the coil and plug wires and remove the carb and clean it.
