Motorcycle Repair: 82 CB900 C running rough, needle nose pliers, cb900

Hi,
I own a 82 CB900 C that I got some months back. It runs, but it runs rough. When I have the bike running and warm I rev the engine and the revs come down very slowly? Do I have synch the carbs?

I'd start with a simple tune up including synching the carbs and see if it doesn't improve.  The hanging up in engine speed is probably the advancer unit.  Those springs on the weights relax allowing the timing to stay advanced too long.  You can pinch the loops on the springs closed with needle nose pliers and increase the tension on the springs.  Just don't close them too much or you won't get the right advance curve and the engine won't run well.
