Motorcycle Repair: 1986 carburetor starting problem, harley sportster, intermediate jet

QUESTION: i had the original carb and bike fired up every time. now i have a new carb on the bike and everything is the exact same but it will not start without starting fluid. here is the problem: this carb is a keihin with four intakes on the front,(exack same as the last) at the bottom of each intake there are two holes, one for the pilot jet and one for the main jet. on the first carb when the filters are off and you crank the bike, every time it cranks over it shoots about a drop of fuel out of each hole so it is then pulled into the intake to start. when you crank the bike with this carb on it, it will not push any fuel out of these holes. the thing is though if you spray carb stater in the intakes it will fire right up and then of course the fuel is continuously pushed out of these two holes to keep the bike idiling. why will it not push fuel when cranking over.

rule out all of this: new spark plugs, new battery, all vaccuum seals are perfect, carb is spotlessly clean. there have been no changes to the bike just a different carb, funny thing is all i did was buy another carb and use the "shells" so all the parts are from the first carb(the working one)

ANSWER: One of the vaccumn holes is either plugged in the carb or the pumper is not working. When you turn the throttle you should get a shot of fuel down the throat of the carb from the pumper.
Also, check the intermediate jet for dirt or it might be plugged.

QUESTION: i have checked all the holes at the bottom of each intake and none are plugged up, when i twist the throttle it will not shoot out fuel. what exactly is a pumper. on the last carb all i did was pull the choke and hit the starter and it shot fuel out of both holes on each intake. on this carb it will not shoot out of either hole on any of the four intakes. one more thing the carb has air mixture screws at the bottom of each intake instead of fuel mixture screws. they are all two and a half turns out, would that have any effect on this problem?

What the pumper does is give the bike a shot of gas when you turn the throttle. the gas comes out a tube which is located in the throat of the carb. You should see a spray when you twist the throttle.
I am not sure what carb you are talking about, if its not stock. Harley carbs only have one air/fuel mixture screw. this carb you have, is it suppose to be stock?
