Motorcycle Repair: 1986 Honda 350 TRX, fuse holder, volt system

Hi, I'm having trouble keeping the fuel pump working. ATV has a fuel cut relay. According to shop manual, I tested 12.4 volts going to the relay from the fuse. Only 6.5 volts through the relay to the fuel pump connection. Does the relay reduce the voltage, or is the relay bad? Maybe the problem is the fuel pump itself? Thank you!

-if you are not sure if the pump or the
relay is faulty, try bypassing the relay
by running the battery power to the
fuel pump directly. There should be a 12 volt wire
coming to the relay from the fuse box that you
can hook up to.

-The fuel pump wire is the one on the left side
of the bigger relay plug, it is likely brown, but
not the green wire, that is ground.

-The wire coming out of the relay (blue/yellow?) on the
smaller plug goes to the ignition coil and CDI box.
Leave that wire alone for now.

-if your pump seems to work okay, your relay is likely
faulty although it could just be a bad fuse holder
or poor connector or ground in that circuit.
-if the pump doesn't work when wired direct
then you know it's got the problem.

-If you have a 12 volt system then the pump
would be 12 volt as well.
