Motorcycle Repair: changing exhust system, true duals, matter of opinion

I have a 1999 road king with Samson slash cut pipes. I would like to change to true duals,what should I go With there are so many options. I want the best.Should I Put headers on also?

The best is going to be a matter of opinion. You can ask 100 bikers what is the best exhaust and you will get a 100 different answers!
Most people are looking for sound, so listen to some bikes and you hear the sound you are looking for ask what they are running and if they like them.
Personally, I have installed Cycle Shack pipes and they work quit well and are not high dollar. Most duel exhaust ssytem will come with headers.
