Motorcycle Repair: 1980 exciter 250, suspect one, shift lever

I just got this bike running again after 4 years. The bike runs good but I can't get the bike to shift to second gear.  I can shift from neutral to first and back to neutral without a problem but I can't get into second or further. Any help would be greatly appreciated.

-first make sure the shift lever is not hitting on
anything on the outside of the case.
-does it shift if you rock the bike and pull up
on the lever? Sometimes movement can help.
-the shift shaft goes through the engine
to the right side. There it has some little teeth
that mesh with some other teeth on a device
that turns and pulls the shift drum around which
moves the shifting forks to the next gear.
If it is stuck I suspect one of these shifting parts,
or possibly the drum locator wheel, also in the
right side case. It holds the shift drum in place.
You have to drain the oil, and should have a look
at the clutch while the case is off.
