Motorcycle Repair: rain problems, honda cb650 custom, 1980 honda cb650


Question
I have a 1980 Honda CB650 Custom.  After moving from a dry place with little rain to a very wet place I've discovered a problem.  When I try to ride in the rain the engine seems like it is drowning.  The only way I can get it to run moderately well is if I ride with the choke on.

I have never heard of weather affecting a bike like that unless there was some other problem with the bike.
 How overdue is the tune-up?
 Is it overdue?
 Is the air filter clean and the carbs in synch?
 Have you checked the intake manifolds for cracks or leaks?  Don't just do a visual check, use a bit of spray carb cleaner on the manifolds while the bike is idling.  If it increases the rpm's when you spray the manifolds, then there are leaks.

You may want to start with all of that and let me know what you find.
