Motorcycle Repair: New pipe problems, honda trx 300, air screw

Hi Mark,  hope you can help...

We have an 02 Honda TRX 300 with no airbox.  We put in a new FMF Megamax header and silencer.  This particular type of silencer has about 10 spacers or plates that go on the end of the silencer and are held in place between the silencer and the spark arrestor plate by six allen bolts.  After speaking with FMF about jetting the bike for this pipe and much experimentation.. we have left in the carb a 42 pilot jet and a 136 main jet.  The needle is stock with the factory clip setting.  The air screw is set out at 2.5 turns.  It starts and idles just great, but if you gas it in neutral first gear feels sluggish.  If you ride it, it still feels sluggish in first but really takes off nice in second...   
If we take the spark arrestor off we get much more power throughout the powerband...low end to high..runs great.
Here in California...in state parks...riding w/out a spark arrestor is a no no...what do you recommend in order for us to regain the power with the spark arrestor?
