Motorcycle Repair: 1970 Electra Glide, broken spokes, wheel weights

I have 2 broken spokes on the front wheel and some rust on the rim.  Do all those weights mean it was poorly done when it was set up?  

How can I tell whether to simply replace the spokes vs. replace the whole rim and spokes?

Riding a bike with broken spokes is dangerous, since more spokes will probably break as you ride. The weights are just wheel weights for balance. If you have rust on the rim then its time to replace it. It will just rust more in time and you dont want to have that rusty rim with new spokes. You have to remember, your spokes and rim are probably over 30 years old, so if it me I would replace both rim and spokes.
