Motorcycle Repair: Tire replacement on a 1986 Hoda Z50R, split rims, bill silver

I bought the above bike for my kids.  The tires were cracked so bad that good sense said they should be replaced.  I bought brand new tires.  When I went to dismount the old tires from the split rims, I was in shock.  It seems that the bead from the old tires was crimped to a lip in the rim.  I sliced the old tires off at this crimp, leaving a little rubber there to protect the tube.  Am I on the right track so far?  Please let me know.  Thank you and Happy Holidays.

You'll see that there is just a tire and tube. The "leftover" part was just the bead of the tire. It has to be removed so you can install the new tire and tube. There is no rim liner or tube protection installed.
