Motorcycle Repair: getting through emissions, ohio state capitol, franklin co

I have a 1992 1200cc Harley Davidson Sportster. I just failed my emissions testing with too much hydrocarbon in the exhaust (2400ppm v.s. 1800 allowed). The idle seems to be stumbling (although it never stalls) and the rpms will hunt at 2500 rpm. The bike drives well, accelerates smoothly gets 45mpg in mostly city driving. If I could just get it to pass the emissions...

Nice ride.

What really bites is that here in Ohio, we have EPA testing in select counties. The most populated county (Franklin Co.-Columbus, Ohio) (State Capitol) does not require emmissions testing. What's up with that???

As suspected, the air-fuel mixtures need to be leaned out a bit to decrease emmisions to a lawful level.
