Motorcycle Repair: jumping inner rods, model motorcycles, bill silver

my friend's honda cdi has front wheel "jumping inner rods" vertical scratch. due to this his motorcycle has got sound like a broken rod,i mean only scratch caused to as the rod has broken,please reply me that is there any way to repair the rods and how to protect the jumping rods to get scratch
