Plymouth Repair: Plymouth Neon Troubles, plymouth neon, cylinderhead

Hi, I am really confused and I would love your advice. Where do I begin? Well, I have a 2000 Plymouth Neon and it will blink fuse 2 or 3 times when I start the car. I've taken it to Auto Zone and had a friend check the fuses and they cant seem to see that any of them are missing. 2nd problem is when I turn my car off, the odometer and radio will stay on. I've gotten in my car and the battery is ran down and I need a jump to start it. A mechanic at a dealership tells me I need a new instrument cluster because my current one wont respond to their diagnostic machine when I went to try and see whats wrong with. Lastly, sometimes I have to start my car more than once to get it going. I'm really confused and would appreciate your help. Thank you.

Hey,

 Before you do anything have someone unplug the radio suppression diode on the back of the cylinderhead beside the mastercylinder.  I have no idea why they put it there (good ground maybe?) but they overheat, short and melt causing that exact scenario.
